Associate University of Idaho College of Law Professor Katherine A. Macfarlane in her presentation Section 1983: A Vehicle for Anti-Discrimination Litigation will address recent federal opinions that have impacted Section 1983 litigation, a federal civil rights statute that permits lawsuits against state actors for constitutional violations. It will also propose ways to use Section 1983 as a vehicle to challenge race discrimination in police and prison settings.
