2026 Idaho State Bar Annual Meeting CLE

Sponsored by the Idaho Law Foundation

Length: Approx. 1.25 hrs

In September 1995, the ‘Ligertown’ compound near Lava Hot Springs, Idaho, became the center of an eight-day standoff after nearly 20 African lions and hybrid ‘ligers’ escaped their makeshift enclosures. The chaotic incident—often described as the ‘Waco of animal incidents’—ultimately resulted in the deaths of 18 big cats.

This session explores the lengthy legal battle that followed for owners Robert Fieber and Dottie Martin, who faced more than 100 misdemeanor charges, including animal cruelty and creating a public nuisance. Participants will also learn about the $30 million tort claim filed against Bannock County and the broader legal and policy implications that emerged from the case.

Speakers:

Richard A. Diehl, Jr., City of Pocatello

John J. Bulger, Hearn Law, PLC
